Design that establishes a specific 'purpose' for fire safety, taking into account the various 'characteristics' associated with a particular building, and 'engineers' to achieve this purpose.
Fire characteristics (architectural characteristics, climatic characteristics, occupant characteristics, combustible characteristics, etc.), fire safety objectives (life safety, property protection, etc.), detailed goals (life safety standards, etc.), fire scenarios, and passive and active systems applied to achieve the goals are carried out according to procedures, tools, and methods that can achieve engineering reliability at the current state of the art.
